The tragic reality of unchecked foster placements exposes vulnerable children to emotional abuse, severe physical abuse, and sexual abuse, causing damage and personal injury that lasts a lifetime. According to a WTAE news report written by Kalea Gunderson, these consequences are seen in the arrest of 51-year-old Amy Billotte and 37-year-old Sarah Faber, who face 900 criminal charges each for the psychological and physical torture of their adopted son. Court documents and statements from Brookville Police Chief Vince Markle state systemic deprivation dating back to 2018, revealing that the victim was locked inside a bedroom with nothing but a bare mattress and bed frame, strictly monitored by surveillance cameras, and trapped by door alarms. Stripped of basic developmental liberties, the child was subjected to severe malnourishment, deprived of water, forced to wear infant diapers, and routinely beaten with hard objects, punched, kicked, cut, and choked by his adoptive parents. This horrific cycle of extreme isolation remained hidden from the local community until a critical in-person check-in for the teen’s online high school, where faculty flagged that the boy was severely dehydrated and weighed a mere 79 pounds. After police intervention, the victim was safely relocated to a new foster family and enrolled in in-person schooling, while Billotte and Faber remain incarcerated at the Jefferson County Jail without bail, facing an extensive list of felony charges including aggravated assault, unlawful restraint, terroristic threats, and false imprisonment as authorities seek justice for years of unimaginable cruelty.
