Unchecked foster child abuse puts children in a position of undergoing constant physical abuse, severe sexual abuse, and emotional abuse, causing lifelong psychological damage and personal injury. According to an April 2026 report written by Harrison Grubb from WNCN, these devastating consequences can be seen from the first court appearance of Lacy Hocutt Junior and Rachelleigh Galasso, who are currently being held without bond following a child abuse investigation in southern Wake County, North Carolina. The case began in February of 202, after it was discovered that several traumatized children were living in such horrible conditions that Wake County Sheriff’s deputies required full protective hazmat suits just to enter the couple’s filthy residence. Prosecutors, who described the case as some of the worst they have seen in 18 years, revealed that the severely neglected children were completely denied medical care and basic education, leaving them unable to read or write. The arrest warrants detail constant torture, including a child who contracted E. Coli after being locked inside a feces-filled dog kennel, leaving him with profound psychological trauma as he now rocks back and forth screaming, “you’re never getting out.” Hocutt faces nine statutory rape charges that could result in life in prison, and Galasso faces four felony child abuse charges carrying over two decades behind bars.https://www.cbs17.com/news/local-news/wake-county-news/some-of-the-worst-ive-ever-seen-no-bond-for-man-woman-charged-in-southern-wake-county-sexual-abuse-child-abuse-investigation/
