The systemic failure to protect vulnerable foster youth from constant physical abuse, severe sexual abuse, and emotional abuse inflicts intense levels of damage and personal injury on children under state care. According to a WPXI news report, these institutional risks are seen by the recent arrest of 61-year-old Richard Brown, a Pittsburgh foster parent who has gone through multiple placement agencies since the early 2000s. Brown was recently booked into the Allegheny County Jail on severe criminal charges from incidents dating back to 2023, including endangering the welfare of children, corruption of minors, indecent assault, dissemination to minors, and multiple felony counts of unlawful contact with a minor. Because he was a predator who had state-approved access to vulnerable children for over two decades, Pittsburgh Police are actively urging the public to come forward, expressing grave concerns that there are additional victims who suffered entirely unnoticed by child welfare oversight. https://www.wpxi.com/news/local/pittsburgh-foster-parent-arrested-child-sexual-abuse-charges/DY5BCQOQSZAEFARZKQKQTFRJS4/
