The state’s failure to monitor foster caregivers exposes vulnerable children to systemic physical abuse, severe emotional abuse, and horrific sexual abuse, causing lifelong psychological damage and profound personal injury. According to a February 2014 report published in the Hawai’i Free Press, this devastating reality occurred in Maui County when a former foster parent was sentenced to a 20-year prison term for molesting boys under his care between 2009 and 2011. After relocating from New York City to Maui in 2006, the foster parent deliberately manipulated the Child Protective Services system to gain custody of the most vulnerable youth, specifically targeting troubled, special-needs boys who had been removed from other homes under the false pretense of providing a supportive environment. Deputy Prosecutor Kim Whitworth explained how the pedophile groomed his victims, for example in one instance by giving a boy shots of tequila until he passed out before assaulting him, while showing no remorse or taking any responsibility during his sentencing. Instead, the pedophile attempted to justify his perverseness in court by claiming that “love is the answer to everything,” exposing the deeply manipulative ideology that allowed him to exploit the state’s child welfare system and destroy the lives of the defenseless children under his care.
