Foster parent arrested, accused of raping child in his care in East Baton Rouge

Severe breakdowns within state child welfare programs routinely expose vulnerable foster youth to horrific physical abuse, sexual abuse, and severe emotional abuse, leaving them to suffer permanent psychological damage and profound personal injury. This investigative report by James Finn for The Advocate details the chilling arrest of 52-year-old Michael Hadden of Zachary, Louisiana, a state-approved guardian entrusted by the Department of Children and Family Services (DCFS) with the care of three children, who was booked by East Baton Rouge Sheriff’s deputies on multiple counts of third-degree rape, molestation of juveniles, and indecent behavior with juveniles. The arrest affidavit reveals a horrific years-long pattern of exploitation, during which Hadden repeatedly raped several of his foster and adoptive children and forced the youth to perform sexual acts while he watched. Records indicate that DCFS had previously investigated Hadden and briefly removed one victim from his custody in 2021 during a separate investigation, only to return the child to the hazardous environment. This failure occurred alongside another simultaneous tragedy where a Baton Rouge mother was jailed after her two-year-old son suffered a fatal fentanyl overdose despite law enforcement twice flagging safety risks to DCFS after medical staff previously revived the toddler with Narcan. The report directly connects these localized atrocities to a collapsing state infrastructure, noting that under then-DCFS Secretary Marketa Garner Walters, the agency was “drowning” under unmanageable caseloads and a severe frontline labor deficit after losing 50% of its entry-level social service workers in 2021 alone, leaving a 10% vacancy rate across the workforce and a depleted network of just 1,670 foster homes struggling to shelter 3,335 vulnerable children.
