The severe betrayal by state-approved guardians exposes vulnerable foster children to unchecked physical abuse, profound sexual abuse, and intense emotional abuse, resulting in permanent psychological damage and severe personal injury claims. This devastating reality is highlighted by a federal lawsuit filed against former South Dakota state representative Ted Klaudt and his wife, Connie, by one of his former foster daughters. Ted Klaudt is currently serving a 54-year prison sentence after being convicted of second-degree rape and witness tampering for assaulting two young women who were placed in his home after completing juvenile reform programs. Prosecutors revealed that during the 2005 and 2006 legislative sessions in Pierre, Klaudt used extreme manipulation to coerce the girls into fake medical examinations under the guise of checking their viability to donate eggs to infertile couples, ultimately violating them through unlawful penetration and inappropriate touching. Rejecting the defense’s initial argument that the victims consented, the civil lawsuit reinforces that his deception completely invalidated any consent, officially accusing the former lawmaker of battery, fraud, and intentional infliction of emotional distress. Seeking at least $75,000 in damages, the complaint also targets Connie Klaudt for negligence and breach of fiduciary duty, arguing she failed to protect the youth entrusted to her care, despite her recent statements claiming she was unaware of the abuse and would have intervened had she known.
