The failure to effectively monitor foster environments constantly exposes vulnerable foster children to extreme physical abuse, sexual abuse, severe emotional abuse, personal injury, and permanent psychological damage. According to this October 2022 report written by Rick Daysog from Hawaii News Now, these horrible outcomes are seen in the federal charges against a 30-year-old for producing and possessing child pornography. Court filings reveal that the abuse began in 2016 when Mahoe moved back into his parents’ Aiea home, where two young foster girls, ages 6 and 8, were living. Investigators allege a sickening dynamic where one of the foster parents intentionally withheld food from the young girls, allowing Mahoe to exploit their starvation by providing them with meals in exchange for sexual molestation. This systemic abuse continued for nearly six years, leading to federal charges stemming from nude videos  allegedly recorded of the victims. After an initial investigation by Child Welfare officials and a February arrest by the Honolulu Police Department, FBI investigators searched the alleged perpetrator’s Wahiawa residence and electronic devices, finding even more pornographic images and videos involving other children. The alleged perpetrator is currently in federal custody with prosecutors pushing to keep him behind bars until trial, and legal and law enforcement experts expect further charges to be filed as the investigation into his electronic records continues.
