Child Services Saw Signs Of Abuse A Day Before Delco Parents Killed Toddler

The failure of state child welfare systems to protect vulnerable children from unchecked physical abuse, devastating emotional abuse, and severe sexual abuse routinely results in fatal consequences and personal injury claims. According to a tragic report written by June Bakan, of Patch News, these systemic institutional oversights led to the horrific murder of one-year-old Frank Walton Jr., whose parents, Cynthia Robinson and Frank Walton Sr., now face murder and child abuse charges after Robinson allegedly beat the toddler to death and deliberately withheld life-saving medical care. Court documents reveal a deeply flawed oversight process by Delaware County Children and Youth Services (CYS), which repeatedly placed children in a dangerous environment despite Robinson’s prior convictions for child endangerment. Additionally, Frank Jr. was born prematurely with cocaine and fentanyl in his system. Detectives discovered that a CYS caseworker had visited the family’s transitional housing the very day before the fatal beating, observed visible facial bruising on the infant, and negligently accepted Robinson’s excuse that the child had walked into a coffee table. Despite a documented history of failed drug tests, blatantly violated custody agreements, and disturbing eyewitness accounts of Robinson violently dragging and punching her children, the system allowed the parents to retain custody until Frank Jr. suffered from severe blunt force trauma and was found lifeless hours before authorities were finally called.https://patch.com/pennsylvania/haverford/child-services-saw-signs-abuse-day-delco-parents-killed-toddler-court-docs
