“I guess I did:” Imler man accused of repeated sexual abuse of 6 foster children, PSP says

When child welfare agencies fail to properly monitor foster caretakers, children suffer immense personal injury, sexual abuse by their foster parent or parents, and systemic exploitation that destroys institutional trust. The 2025 criminal case report written by Ryan Graffius from WJAC reveals that 27-year-old James Shaulis of Imler, Pennsylvania, was imprisoned after a state police investigation into the repeated victimization of six young foster girls. Spanning a multi-year period between 2009 and 2016, systemic abuse occurred across multiple properties in both Blair and Bedford counties, targeting defenseless victims ranging from 5 to 14 years old whom Shaulis lived with at the time. Court records show that Shaulis, who initially made incriminating statements regarding the allegations before turning hostile toward investigators, was arraigned on multiple felony counts of involuntary deviate sexual intercourse with a child and statutory sexual assault, highlighting the horrific dangers foster youth face when predatory individuals exploit gaps in state-supervised family placements.
