Systemic structural breakdowns within the child welfare matrix inflict catastrophic damage, severe emotional abuse, and lifelong personal injury on vulnerable foster youth who face rampant risks of institutional physical abuse and sexual abuse. In April of 2024, an investigative analysis by Andrea Hagan for The Lens New Orleans exposed Louisiana’s family policing system as a deeply discriminatory framework that actively surveils, punishes, and re-victimizes marginalized girls living in poverty rather than providing family-strengthening resources. Through the story of a student named Shauna, whose family was forced into sudden homelessness and school truancy after a predatory landlord sexually assaulted her mother under the threat of eviction, demonstrating how the state routinely defaults to punitive family separation while entirely failing to address the underlying crimes of housing instability and gender-based violence. Loyola University’s Modern Slavery Research Project reveals that 90% of Black cisgender and transgender foster youth endure multiple, overlapping victimizations inside the state system, and 100% of those driven to criminalized survival strategies possess prior trauma histories. Louisiana’s chronic failure to support vulnerable households has earned it the nation’s second-worst child welfare ranking (49th out of 50), leaving over 4,000 children trapped in a sweeping federal class-action lawsuit where a severe placement deficit forces youth into hotels or psychiatric wards, and nearly 1 in 5 children endure three or more traumatic placement disruptions in their first year alone. 93% of all children stripped from Louisiana families in 2024 involved absolutely no allegations of parental physical or sexual abuse, proving that the state routinely weaponizes child protection to penalize poverty as maternal neglect.
Hagan, A. (2026, April 23). 90% of Louisiana foster youth face re-victimization. One senator believes that the state could do better by abolishing DCFS altogether. | The Lens. The Lens. https://thelensnola.org/2026/04/23/louisiana-foster-care-system-failure-shauna-poverty/
